A sunny day is not uniformly sunny: clouds cross the sun and drag soft shade over fields, roofs and paths. Those moving shadows are one of the strongest cues that a world is alive, and they are cheap compared with another light.
How it fits. The static scene already has a sun shadow map that follows the light. A cloud layer can be a low-frequency texture sampled in the lit shader, darkening direct sun before the tone curve; the shadow map stays for geometry. The clouds move with the weather, so a windy day is visibly faster.
Scope.
