Found while building #282.

Kom::channel_page(c, None, n) starts from the cached highest_local_no of c (uconfs), and new-text messages didn't update that cache. So a channel's newest page, and the thread list's new threads, missed texts written after the conference status was first fetched, until the cache entry was evicted.

Fix (in #282's PR): on_async raises the cached highest_local_no of each recipient conference to the new text's local number. Covered by the channel_threads integration test (a late reply is listed).

Fixed in #297 (on_async NewText raises each recipient's cached highest_local_no). Covered by the devserver channel_threads test, which failed before the fix. Main run #485 green.
