packaging: run on PRs, tags, weekly and by hand only (D-034) ... 90dc20648f

The workflow ran on every branch push touching packaging paths, and a
merge of main into a branch counted as touching them, so unrelated PRs
rebuilt four packages (~30 min). pull_request paths are diffed against
the base, so only real packaging changes trigger it. Tags still build
the release; a weekly run catches distro drift. Cargo.toml/Cargo.lock
are added: dependency changes have broken distro builds before.
