tone_mapping is fixed ACES with no scale, and night is a hard-coded preset
(AMBIENT_COLOR, sun and moon intensities in liuverse/src/main.rs). The result is
a night that is very dark and a day that is flat, with no knob that fixes either
for a given display or a given weather.

Add an exposure scalar to Globals (there is padding in params) and apply it
before the ACES curve. Expose it as a setting in the pause menu and as a
--exposure / ?exposure= override, so a user can fix a bad monitor and a
screenshot can be taken deliberately.

Auto-exposure from a luminance reduction is the follow-up: the mip chain could
provide the average, but it needs the bloom/downsample work first.

Related: #7 is the revamp; #48 is weather that changes the right exposure.
#92 fades between presets and should fade this too.
