Follows #47, and does not strictly need it -- a client can
run a synthetic cycle offline.

There is no precipitation in the renderer today: no particle pass, no sky. A
billboard particle system over the camera is the cheapest version, and the
project already billboards sprites for markers and moon.

The reason to want it is that a campus in Linkoping in November is grey and wet,
and today it is grey and dry. Snow lying on roofs and paths would also use the
one thing the bake already knows that nothing draws: BakedTerrain heights and
BakedBuilding::base -- a snow line is a comparison against a height field that
already exists, which is a very cheap feature for something that looks as good.

Depends on #47 for anything beyond "it is raining because the game
says so".
