Notifications for chat messages, replies to you and mentions, with quiet hours (docs/ROADMAP.md, 0.3, M).

Desktop: native notifications.
Browser/PWA: the Notification API while the app is open. It needs a secure context, so on the home network it needs the HTTPS mode (#98) or the public server (#71).
Push while the app is closed needs an always-on service holding a session: still an open question in the roadmap, not part of this issue.
A setting to turn each kind on/off, plus quiet hours.
