A new text's stat (it comes with the message) decides first: only texts to me or to a channel I'm an active member of, and not pictures, are looked at for mentions and notifications.
They are looked at one at a time, in order, by one task, instead of all at once in a burst.
The event log names people from Kom's cache (renames drop it), not one get-uconf-stat per login, logout and new text.
The perf spec gets a burst of 20 new posts (10 pictures) from another session, written over Protocol A.

Measured with tools/perf.sh, before (main) and after:

20 new posts (10 pictures): server calls	97	19 (−80 %)
main-thread busy	0.22 s	0.05 s

Verified: notifications, mentions, messages, side-column, presence and inbox specs on three profiles, 33 passed; lint three ways.

Every new text in every channel I'm in was fetched in full as it was
written (body, pictures, a stat per link), whatever the notification
settings, to look for mentions; and all at once in a burst. Now its stat,
which comes with the message, decides first: only texts to me or to a
channel I'm an active member of, and not pictures, are looked at, one at
a time in order. The event log names people from Kom's cache instead of
one call per login, logout and new text.
