Part of 0.8 (D-068), step 2. Needs admin mode (#353).

Server info: version (get-version-info), boot time and last save (get-boottime-info), number of persons/channels/texts, from the server's stats if the person has the statistic bit (get-stats / get-stats-description).
Save the database now: sync-kom (43).
Shut down the server: shutdown-kom (44), behind a typed confirmation. Everyone connected gets the usual "connection lost"; check that our reconnect copes.

Merged (#377); main green (run #696). Verified: devserver test server_status (status, save refused outside admin mode, saved in it); admin.spec checks the shutdown guard without pressing it. The status's counts and save time are from the server's start (static-server-info), labelled so. The web download budget went to 1.1 MB in the same PR (admin views: 941 → 1 054 kB gzipped).
