Part of 0.8 (D-068), step 2: server admin. Foundation for #354–#356.

What:

Read the logged-in person's privilege bits (get-pers-stat → privileges: wheel, admin, statistic, create-pers, create-conf, change-name). Show nothing new to people without wheel/admin.
Admin mode toggle (elisp: kom-enable-adm-caps): enable (42) level 255 / back to 0. Clear indicator while on (banner + colour in the header), and it turns off on reconnect and logout (the server forgets it; we must not pretend otherwise).
In admin mode, the channel and member admin from step 1 (#348–#351) is available for every channel and person.
An "Administration" page (Settings → Administration) that #354–#356 fill.

Safety: destructive admin actions always confirm, naming what will happen. Never tried against kom.lysator.liu.se (D-007); tested on the devserver as person 5.

Merged via #377 (stacked PR #374 closed in its favour); main green (run #696). Verified: Devserver test admin_mode (an ordinary person is refused even though lyskomd accepts their enable; the admin manages any channel only in admin mode); admin.spec on all three profiles.
