Closes #343

The composer's tools in the thread chat's reply field; shared code in app/src/editor.rs. New test in thread-chat.spec.ts (format via toolbar and Ctrl+I, picture picked/removed/sent as a footnote). thread-chat, giant, forks, compose, post-image, paste and format specs pass on all three profiles locally.

The reply field under a thread chat only took plain text; pictures and
formatting meant opening the full composer. It now has the composer's
tools in a thin row, as in Discord: a picture (picked, pasted or
dropped, previewed and removable), bold, italic and quote, with Ctrl+B
and Ctrl+I. A comment with a picture is sent as the composer sends one:
the text, then the picture as its footnote (D-067).

The toolbar, image paste/drop and sending with an image move from the
composer into editor.rs, which both use.
