Closes #333

Option 2, as the user chose: as now, made deliberate.

  • Refused where it reaches other people's screens directly: names (already), chat messages (already), and now also "Vad gör du?", which used to send ? for such characters. The field says why and Visa is disabled.
  • Aux data stays Latin-1 when it fits, else UTF-8 (jskom/httpkom read it; the Emacs client is the odd one out).
  • The policy is in DESIGN §3 (no longer a proposal).

Verified: clippy three ways, unit tests; presence.spec extended (emoji refused, message shown, button disabled, aria-invalid).

Others see the line as the server has it, in Latin-1. Like names and
chat messages it's now refused with a word on why, rather than sent with
question marks. Aux data stays UTF-8 when it must: the user's call is
that the Emacs client is the odd one out there. The policy is written
down in DESIGN.
