Closes #263

Main run #432 went red on npm audit: registry.npmjs.org's advisory endpoint answered 503 (so did #434, PR #262). tools/npm-audit.sh retries when the endpoint errors (20, 40, 80 s), fails on vulnerabilities as before, and if the endpoint still can't answer, warns and passes.

Verified: run locally while the endpoint was down, it retried as written. This PR's own CI runs the new step.
