Closes #69

tools/release.sh X.Y.Z (bump five files, CHANGELOG.md from merged PRs, RPM changelog, check-version, release PR) and tools/release.sh --tag X.Y.Z (tag merged main). Release notes get the version's changelog section. Dry-run of the bump on a scratch copy: check-version passes for 0.2.0.

v0.1.1 took five hand-edited version files, and a slip breaks the
release job. tools/release.sh X.Y.Z bumps them all, adds a CHANGELOG.md
section from the PRs merged since the last tag, adds the RPM changelog
entry, checks with tools/check-version.sh and opens a release PR;
tools/release.sh --tag X.Y.Z tags the merged main with the changelog
as the annotation. The release job appends the version's changelog
section to the release notes. CHANGELOG.md starts with 0.1.0-0.1.2.
