Version bump and changelog for 0.2.0. After merging: tools/release.sh --tag 0.2.0

• Modern words by default, classic as a setting (#78)
• Phone layout and browser tests at phone size (#79)
• 0.2: errors, command palette, first-run tour, reconnecting (#84)
• Release script: bump, changelog, tag (#82)
• kom-relay fit for public use (#85)
• Dependency audit and weekly update PRs (#83)
• Relative times ("2 h sedan"), exact on tap and hover (#86)

Release 0.2.0: changelog in users' words, D-039 ... 99304a9a53

The generated changelog listed PR titles, some of them internal. Group it
by what users get. Record the user's decision to release without the
iPhone check (#113), and mark 0.2 released in the roadmap.
