Option 1, for all NeoKOM-only settings now and later: a "Gäller i NeoKOM" mark (tooltip: Emacs and jskom don't know it) on the channel view default, reading order, related first, notifications, words, text encoding, muted threads and filters not shared with Emacs, and followed threads; the channel view switch says it in its title. Shared settings (common block) carry no mark; the intro says what the mark means. CLAUDE.md gets a rule so new settings get it too; DESIGN lists which is which.

Verified: new settings.spec test (marked and unmarked settings); clippy three ways.

The Emacs client and jskom neither show nor apply what's in our own
user-area block, so such settings now say so where they're set. A rule
in CLAUDE.md keeps it so for new ones.
