Fedora's RUSTFLAGS (-Ccodegen-units=1 -Cdebuginfo=2) made the app crate's build take down the shared runner's Docker daemon in the 0.8.0 release PR's packaging runs (#754, #756). The spec now drops the single codegen unit and uses -Cdebuginfo=1, keeping Fedora's other flags. This PR's own packaging run is the test.

Fedora's %build exports RUSTFLAGS with one codegen unit and full debug
info. Built that way, 0.8's app crate takes the shared runner's Docker
daemon down mid-compile (packaging runs #754 and #756), so the release
can't be packaged. Drop the single unit and use line-table debug info;
keep Fedora's other flags.
