Rain that only darkens the ground is a tint. Rain that leaves puddles is a surface: water collects in the low spots and the paving, reflects the sky and the lamps, ripples when stepped in, and sprays off tires. It makes a wet campus feel wet.
How it fits. The terrain already has a height field, so puddles can collect in local minima and along known paving. The renderer has the depth buffer in the post pass, which is what a cheap screen-space reflection or a sky probe needs. Puddle ripples are a normal perturbation, not a simulation.
