Bubbles are the cheapest possible joy: a wand, a breath, and a dozen iridescent spheres going wherever the air takes them. They make a windy day visible, they gather a crowd, and they cost almost nothing to render.
How it fits. A bubble is a tiny transparent sphere with a short life and a drift from the same wind the trees and kites use. The wand is a held item: primary blows a stream, alternate blows one big bubble. The bubbles are cosmetic, so they can be local and need no wire format; other clients can derive a few from the held-item pose if they want to see them.
Scope.
