The day/night cycle exists and is server-authoritative, and the campus has
105 highway=street_lamp nodes with real metadata (lamp_mount 104,
lamp_type 104, light:count 26) -- plus 603 ways tagged lit=yes and 156
lit=no.

Every one of those lamps is a PROP_LAMP, which is a 0.16 x 3.5 box. It emits
nothing. At night the campus is uniformly moonlit, which is atmospheric but wrong:
the parts of campus people actually walk at night are the lit ones, and the data
says which those are.

The interesting half is lit=yes on a way, not the lamp nodes. A lamp-less
stretch of road that is tagged lit=yes is lit by lamps that are not mapped, so
the way tag is the more reliable signal, and it is per-street rather than
per-post.

Lighting a whole street from the renderer side is not a point light budget --
that is a different feature with a real cost. The cheap version is that a lit
surface has a higher albedo at night, so the lit parts of the campus read as lit
without any light sources at all.

Not dependent on the shadow-map work, but interacts with it.
