Part of 0.8 (D-068), step 1. Builds on "Om kanalen" (#315).

What: For a channel's supervisor (you, or a channel you are a member of that supervises it), "Om kanalen" gets an "Ändra" path / a "Hantera kanalen" page with:

Name: change-name (3).
Presentation: write a new one, set-presentation (16); remove it.
Lapp på dörren (note on the door): set-etc-motd (17) / remove; shown to everyone who goes to the channel (show it too, if we don't yet).
FAQ: add/remove faq-text aux items with modify-conf-info (93), like elisp's kom-add-faq / kom-del-faq.

The same page for your own person: name (done, #178), presentation (done), lapp på dörren.

Who sees it: the edit controls only show when the logged-in person is the supervisor (or a member of the supervising channel), or in admin mode (#353). Server errors (permission-denied) are still shown, never swallowed.

Merged (#369); main green (run #688). Verified: devserver test manage_channel (rename, note up/down, FAQ add/remove, presentation; a non-supervisor is refused); manage-channel.spec on all three profiles.
