Part of 0.8 (D-068), step 2. Needs admin mode (#353).

Privileges of a person: show and change the bits (set-priv-bits 7) with plain descriptions; never let the last wheel remove their own wheel without a loud warning.
Set someone's password (set-passwd with the admin's password): for "I forgot my password" requests.
Who is on → sessions: per session, client, host, idle time; disconnect a session (disconnect 55).
Change a person's name / presentation through the step 1 pages (#348), now open in admin mode.

Merged via #377 (stacked PR #376 closed in its favour); main green (run #696). Verified: Devserver test admin_users (privileges, password, logging a session out); admin.spec on all three profiles (Petra).
