Document which OSM tags the bake consumes #51

This issue came out of auditing the campus extract against
liuverse-fetch-map/src/osm.rs and finding that a large amount of mapped data is
silently ignored -- relations, all 39 MazeMap room types beyond ~20, marker
colours, roof shapes, steps, surfaces, opening hours, disc golf, a nine-hole golf
course with par and handicap, and 369 markers with no text.

That audit was a day of tag census and should not have to be repeated. There is
already a docs page per source (docs/mazemap.md, docs/elevation.md) with the
endpoints, the layer census and the probe notes -- the OSM equivalent is missing
because OSM has no endpoint to describe, only a tag census.

Proposed: docs/osm.md with the full tag/value census over the campus extract
(22k nodes, 3.4k ways, 114 relations), annotated with what the bake uses and
what it does not. The unused half is the work list.

Then every feature issue here links to it rather than repeating the counts.

Out of date: the per-source docs/ pages were folded into ARCHITECTURE.md in 00e5be5 (## Sources and ## Data: baked vs drawn), so there is no docs/osm.md to add. A full tag/value census is also inventory rather than architecture and would go stale (AGENTS.md says not to state concrete values in docs); the unused-tag work list the census was meant to produce already exists as the feature issues #8-#50. Closing as superseded.
